Planning, Research& Statistics

The Planning, Research, and Statistics Department plays a distinct and strategic role within the ministry, with a mandate that goes beyond information dissemination and management. Rather than focusing on communication functions, the department is charged with handling other critical responsibilities that support effective governance and informed decision-making. Its work is fundamental to ensuring that government policies and programs are not only well-conceived but also properly monitored, evaluated, and guided by accurate data and research.

To effectively deliver on its mandate, the department is structured into four specialized units: Planning, Research, Statistics, and Procurement. Each of these units performs unique functions that collectively strengthen the ministry’s capacity to achieve its objectives. The Planning Unit focuses on developing frameworks and action plans for projects and programs, while the Research Unit investigates issues, gathers insights, and provides recommendations to inform policy formulation. The Statistics Unit ensures that reliable data is collected, analyzed, and interpreted to guide decision-making, whereas the Procurement Unit oversees the acquisition of goods and services needed for smooth operations.

Planning

  • Coordinate other departments of the ministry and parastatals in the preparation of the annual budget.
  • Liaise with budget office.
  • Maintenance of ministry tender board secretariat.
  • Coordinate all matters relating to parastatals of the ministry.
  • In charge of implementation, monitoring, evaluation and reporting of projects of the ministry.

Research

  • In charge of the ministry/parastatal database.
  • Archival activities of the ministry.
  • Identify the training needs and coordinate training and retraining programs of the professional departments of the ministry.
  • Provision, maintenance and running of the ministry library.
  • Profiling.

Statistics

  • In charge of statistical evaluation of the ministry programs and the parastatals.
  • Collection and Collation of data of completed, uncompleted and outstanding jobs of the ministry and parastatals.
  • In charge of the statistical evaluation of both professional and non-professional staff of the ministry.

Procurement

  • In charge of implementation of guidelines for due process of award of contracts, utilisation of capital and recurrent vote of the ministry, parastatals.
  • Certification of contracts.
  • To carry out price intelligent functions to guide the budget.
