Hon. Ebiuwou Koku-Obiyai - The Honorable Commissioner
Hon. (Mrs.) Ebiuwou Koku-Obiyai is a distinguished professional whose educational journey began at Oriel Girls Primary School, Ebute-Metta, Abule-Nla, Lagos State, where she studied from 1973 to 1979. She proceeded to Methodist Girls High School, Yaba, Lagos State, completing her secondary education between 1979 and 1984. She then attended Rivers State School of Basic Studies, Port Harcourt, for a year (1984–1985), laying the foundation for her career in healthcare and education.
She pursued her nursing education at the Rivers State School of Nursing, Port Harcourt, from 1986 to 1989 and went on to obtain her midwifery certification from the Rivers State School of Midwifery in 1993–1994. Her passion for education led her to the Federal College of Education (Technical), Akoka, Lagos State, where she studied from 1998 to 2000. She later advanced her academic pursuits at the National Open University of Nigeria in 2015, further strengthening her qualifications in nursing, nursing education, and midwifery.
As an educator, Hon. Koku-Obiyai made significant contributions at the School of Nursing, Tombia, Bayelsa State, where she served from 2000 to 2014. Her expertise was further recognized when she became an External Examiner to the Nursing and Midwifery Council of Nigeria, a role she held from 2001 to 2015. These positions reflect her dedication to developing the nursing profession and mentoring future healthcare professionals.
Her transition into legislative work began in 2015 when she was elected as a Member of the Bayelsa State House of Assembly, a position she held until 2023.

During her tenure, she served as Chairman of the House Committee on Health (2016–2019), where she championed health-related legislation and reforms. She was also an active Member of the House Committee on Public Service and Establishment from 2015 to 2023.
Hon. Koku-Obiyai has held several influential union positions, including Unit Financial Secretary of NANNM (Okolobiri Unit) from 1997 to 1998 and State Financial Secretary of the NANNM Bayelsa State Council from 1998 to 2003. She was elected State Chairman of the same council from 2003 to 2011. In addition, she served as State Chairman of the Public Service Joint Negotiating Council (2006–2011) and as State Chairman of the Nigeria Labour Congress (NLC), Bayelsa State, from 2011 to 2014.
Within the Bayelsa State House of Assembly, she held prominent leadership roles including Deputy Chief Whip (2018–2019) and Chief Whip (2019–2023), where she played a crucial role in legislative coordination and party discipline. Her leadership and commitment to public service extended beyond the Assembly through various state appointments, such as being a Member of the Bayelsa State Pensions Board (2009) and the Health Service Scheme (2013).
Nationally, Hon. Koku-Obiyai has served in key positions including Member of the Registration Committee of the Nursing and Midwifery Council of Nigeria (2013–2015), Member of the Education Committee at the NANNM National Headquarters (2012–present), and Secretary of the National Board of Trustees at NANNM Headquarters (2012–2014). She continues to contribute as a Member of the Bayelsa State Verification Committee (2011, 2012–present) and the Gratuity Payment Committee (2013–present), demonstrating her enduring commitment to improving governance, healthcare, and labor relations in Nigeria.
