Ifiemeya Anthony Borisei was born on April 4th, 1969, in Port Harcourt, Rivers State. He began his formal education at Port Harcourt Primary School, where he studied from 1974 to 1980. Following this, he attended the Federal Government College in Akwa Ibom State between 1980 and 1985. In 1985, he briefly enrolled at the Federal School of Arts and Science in Abia State before proceeding to university.

In 1986, Borisei gained admission into the Rivers State University of Science and Technology, where he studied Business Administration with a specialization in Marketing, graduating in 1990. He completed the National Youth Service Corps (NYSC) program from 1990 to 1991. A decade later, he pursued further education by enrolling in a Master’s program in Public Administration (MPA) at the University of Calabar, where he studied from 2000 to 2002.

Professionally, Ifiemeya Anthony Borisei began his public service career with the Bayelsa State Government on June 16th, 2000, where he was appointed as a Senior Commercial Officer. His academic and professional journey reflects a commitment to both administrative excellence and public service, with a strong foundation in business and governance.
